In 1996, he graduated from Voronezh State University with the Master of Physics degree majoring in Advanced Radiotechnology Physics (Computer Electronics).
In 2003, earned Ph.D. at Voronezh Communications Research Institute.
From October 1996 to July 2003, worked as a researcher at the System Analysis Department of the All-Russian Research Certification Institute.
June 2003 through February 2005, headed the special radioelectronics laboratory at OOO NPF Geizer.
February 2005 through July 2007, headed the operations support system group at Lucent Technologies (Alcatel-Lucent).
July 2007 through October 2010, worked as a managing advisor at Capgemini Consulting and managed complex projects and programs to introduce business processes and information technologies. Founded his own consulting company Averbakh Consulting and led it as CEO up to 2013.
In 2013-2018, Vladimir Averbakh was the Director of the Electronic Government Development Department at the Ministry of Communications and Mass Media of the Russian Federation. He was responsible for the introduction of information technology for the provision of electronic government and municipal services, including the unified government service portal (gosuslugi.ru), interdepartmental electronic communications system, and unified identification and authentication system. The number of the government service portal users increased from 3 million in 2013 to 70 million in 2018.In November 2018, Vladimir Averbakh joined Sberbank as the Management Director at the Data Research Competency Development Department.
